HOW TO GET THE IPHONE 3GS WITHOUT THE CONTRACT AT REGULAR PRICE?

Is there any approach I can get the iPhone 3Gs for the unchanging cost $199 but contract? Can I only go to the Apple store and buy the iPhone 3Gs and not turn on it?
